Supervisors discuss agenda policy

When District 3 Supervisor R.B. Davis moved to require constituents wishing to appear before the board request to appear on the agenda one week in advance Thursday morning, the other supervisors voted in favor of the motion, with the exception of President Floyd McKee.
“People can come in whenever they want,” said McKee. “I am not going to deny them that right. Even if they are not on the agenda, I can still recognize them and I am going to continue to do so.”
Davis argued that his motion was not in an attempt to deny anyone one to speak, but to better serve them.
“If we know what their issue is, we will have a better chance to research it and provide them with a solution,” said Davis. “This gives a chance to give them an educated answer and an opportunity to better serve the people.
District 2 Supervisor Luke Lummus agreed, saying Davis’ motion would make board meetings more productive.
“Lately we have been tabling a lot of different items,” Lummus said. “If we put this in place, we can do  a little homework beforehand and have an answer to some of these issues. We won’t have to table so many things.”
While the other supervisors continued to discuss Davis’ motion, McKee began to enforce another rule recently implemented by the board of supervisors, a three-minute time limit.
“It has been three minutes,” McKee said, while District 4 Supervisor Shelton Deanes was speaking in favor of Davis’ motion. “Lets end the discussion.”
After the motion carried with the support of the other supervisors, McKee hesitated before allowing District 4 Election Commissioner Wendy Fuller an opportunity to speak, telling her she had not requested to appear on the agenda. Deanes reminded McKee that county officials do not have to request to appear on the agenda.
In other business, the board heard from Phyllis Benson of the Golden Triangle Planning and Development District regarding a CAP Loan recently awarded to Clay County.
“The industry is very excited about receiving the loan,” said Benson. “They are ready to get the ball rolling. I am asking you all to consider allowing enough electrical work to be done for the industry to get in and get started.”
According to Mike Henson, whose business will take occupancy of the Fisher Marine building, he is only looking to do the necessary electrical work at this time.
“This is an emergency situation,” said Henson. “I am only looking to do what it will take to get one production line and one bathroom up and going.”
Henson says he welcomes estimates from anyone interested in completing the work. The only requirement is that the company has enough manpower to complete the task in a timely manner.
